I m not sure but maybe you forgot some gfx files? I can not find the "split in half icon" in the unitpanel.

I think so. Because there is no gfx folder in the zip File.
Yes, although to be honest it's not that big a deal to me since I can still click the create a new unit icon and then click the balance button like I've always done.
But the button is missing.
I've forwarded the split in half button thing. Not sure when it could be sorted though.

well this blows after updating thinking it was going to be awesome getting back into vicky2 i get constant crashes and sadly the version i have is none steam so unsure of how to downgrade till patch gets stabil
could just be me who is doing something wrong trying to download a 3.03 patch and might retry after that
edit: so i just tried to reinstall patch 3.03 and then update and same problem happens crash while loading into the game it roughly gets to around loading rivers before the crash happens and infact after having played around with this it crashes even when using 3.03 now

Have you tried the classic: Delete the ...\Documents\Paradox Interactive\Victoria II-folder before starting the game? (Make sure to backup any save files in there first)

funny thing it was actually where the problem lay sadly i first found that out after 3 or so re-installs and a few hours of maddening frustration haha
I'm using a Gamersgate version, downloads as 3.01
After applying the 3.02, 3.03 then 3.04 it all works! So if you're at 3.01 I managed to do it easily this way. Proper checksum confirmed.
