The problem in question is that when I try to open the game from the victory launcher 3, it does not open and tells me that I need to install two things (Which I already have installed).

Please explain the issue you experienced in the most condensed way possible
None since I couldn't even start the game. But maybe it's because my computer is already a bit old. But not so much, since I've been able to play other similar games, and I would even dare to say more demanding, like CK3 with a few mods, or HOI4 with everything maxed out.

Is there anything else you think could help us identify/replicate the issue?
Maybe see if the game can run on different versions of windows, or optimize it for old computers.

Download all 2010+ versions of those two things launcher wants - remember to get 64bit ones

For some reason they couldn't make launcher detect if you have things and download them in background.

First check whether your CPU supports AVX, which is a requirement for this game. If it does not the game will never run on it, and you should seek a refund from the store you bought from.

Add Victoria3.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.

IF IT USED TO WORK:
Please do a full clean re-install:

- move any valued save games elsewhere
- "uninstall" in Steam-Vic3
- manually delete both the Steam/SteamApps/common/Vic3 AND Documents/Paradox Interactive/Vic3 folders
- re-install game in Steam, run a Steam Verify when done.
- add Victoria3.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

In particular make sure there are no files or folders left under either the Steam Vic3 or Documents Vic3 locations, before installing again.
