Yes, it is HIGHLY recommended that you install the hotfixes for Revolutions. They can be found in OHgamer's signature.

EDIT: Turns out that you don't have to install 1.4 first. The hotfixes make all the necessary changes you need. So installation to the "Revolutions" expansion will be:

1) Victoria: An Empire Under The Sun (Any Version)
2) Victoria: Revolutions
3) OHgamer's Unofficial Hotfixes (Practically Official - Current Hotfix (#6) Contains All Previous Hotfixes)

I purchased a "Victoria complete pack " a couple of days ago from a store , which came with no manual ( it had a pdf manual for both Victoria and Victoria revolutions ) . Did I get ripped off buying a pirate version or does this version actually exist ? It was cheap but not "pirate-cheap-almost-for-free" , more like "offer-cheap" , The HoI Platinum version I bought from this store was much cheaper and I gather it's an original , having a manual and all . Also , the store is a serious one .

Just wondering .

Oh , does the version I have ( if you have any idea what I'm talking about ) needs the hotfixes ?

P.S. : Victoria is a SERIOUSLY difficult game . I can't do nothing as Greece . I am happy .

Yes it is a real version. See my reply to the quote above (also answers that you'll be wise to have the hotfixes). Glad you are enjoying the learning curve though. It's a great game!

now I've downloaded Hotfix 1.4 for Victoria
and Hotfix 6 for Revolutions
In what steps i must install it to work this properly
do i need revolutions patch 2.01? and where i can download it if need?
