An AI Germany against other AIs would become predominate if dissent is decreased by victories/annexations. It would probably unbalance any MP games as the German player gets more IC and better combat efficiency as he doesn't have to spend much IC reducing dissent. The modders talk a lot about game balance when they are deciding whether or how to handle a lot of issues. A change like this would require a lot of play testing trying to get the balance right.

Just read the printed manual section about dissent and compare it to what's now in the game. Many want what was described in the manual, so why do you think that was so completely changed? Game balance, perhaps?

We seem to have gone down this road already. Is there any sense in repeating it?
Perhaps someone with a better understanding (that's not me!) of why dissent was changed so much from what's in the manual can explain the historical development of this.
