It is not reliably possible to order freefire/shakedown + narcotic searches/bangup/lockdown in visitor-only zones because visitor-only zones are not included in the sector system.
See picture for details. This is a major oversight because in the case an inmate tries to escape through a visitor-only zone then the player wont be able to order freefire/lockdown in the visitor only zone.
Visitor only zones should be included in all sector options similar to inmate sectors/unlocked/staff only.
