Visitors in my "Staff Only" area

I did not hire any of these visitors yet they keep going into areas I set as "Staff Only".

The in-game text says:
"Only staff will be permitted to enter this sector."

This seems broken.

It’s not broken. Visitors ignore all deployment zoning to get where they need to go. This goes for any staff brought in for programs as well.
