I have had this visual glitch occur since I first got the game back on the 11th of April, and had mentioned it in another support thread as someone else was having the same issue, though that seems abandoned as the OP did not end up replying again.

This visual glitch appears in any screen where there is a "loading bar" type thing, so tech being the most obvious, but also when constructing a building and recruiting a unit will show the same thing.

Failed steps taken to resolve:
Updated graphics driver,
downgraded graphics driver to one that apparently was supposed to work,
full factory reset of my entire system (this was not done specifically because of the bug)
updated/uninstalled/reinstalled Radeon WattMan

Before I had the factory reset of my system, the game would occasionally crash.. sort of.
What would happen is that the game would freeze, and I'd just get a still image of whatever was on screen, but I could hear the game still, including the effects of me clicking behind this frozen image.
On the freeze I would get a notification about Wattman:

Specs:
Ryzen r7 2700
Sapphire r9 390
16GB RAM
Game installed on an SSD
 
I will almost bet this is a video driver issue.

DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach your Documents/Paradox/Imperator/pdx_settings.txt.
From your Documents/Paradox/Imperator/logs/ folder, attach system.log .

Also I see you are running the game in borderless windowed mode.
ofc I am, it is the only way to play :p

Please try fullScreen instead.

But in all seriousness, I installed the new driver and switched to Fullscreen and the issue persists. No change at all. Would you like me to pass you the same files again(but updated, ofc)?

No real clues in there that I can see. I still think it looks like a video driver issue, but of course so would a graphics hardware fault ...

You mention another case of this but a search didn't find it for me. Can you turn it up again? It might be useful to see what is in common with the two setups.

From your OP here you were also getting the system/video crash the OP of that other thread had, but it's not clear to me if you still are?

I have not had that issue since I reset my system, no.
 
I see, so those two issues were in fact unrelated.

So what we have are two people seeing this symptom, both on AMD video cards but not the same one. Shame we did not hear back from the other one whether the new driver helped that issue for him.

All I can think of at this point is to do a clean reinstall of the AMD driver. Use their utility to remove it:

Reboot, then install the latest by fresh download from here:
http://support.amd.com/en-us/download

then reboot again. Good luck with that!
