I have just started a game as Carthage and found that there is no one able to command an army or navy but the current Suffet. Also the offices of the 2 Elders have to remain unfilled.
This was very different for Rome in 2.2.Public beta which I tried.
I am playing the 2.2. just downloaded via the launcher (initial buy from gamersgate. I also had the "vae victis not installed message" when trying to install which I solved by changing the vae victis value from 2.1 to 2.0 as suggested in the forum.)

For what it's worth I didn't get anyone but the suffet when launching as Carthage even with the beta patches :)
 
I have checked the Greek republics Achea, Aetolia and Crete who share the same problem. Crete is in the worst position as their Consul is only 17 und thus too young to lead troops. They are an easy target through the first year of the game.
Rome is the only republic that can have military leaders or Censors during the first year.
 
I loaded up as Carthage and found this as well (2.2 official patch).

It is nice that Rome now has a lot of choices. But I expected all republics would get more leaders at the beginning.
 
I thought non historical characters were randomly generated.
 
Playing Carthage I have noted some 4 years into the game that a number of ex consuls where present. These were definitely not Consuls during my game but created by the game to give me a few leaders. I was at war with Rome and Egypt when I realized they were there.
However, the handicap at start of the game remains and it appears to me that they are not randomly created when you just save the game and reload.
