I was fighting Seleucid for 14 years now with Armenia and i managed to keep some rebels long enough until they get their own country. When you want to make some diplomatic actions with them they do not refer as "Edessa", but as ",".

Can You tell whether the new country has the tag "OSR". Do they figure as "Osroene" elsewhere. Better yet, do You have a savegame. You are playing in English, aren't You.

Yes im playing English version. I think Osroene was the second country that rebelled while i was fighting Seleucid, but i already annexed them. They didn't had that problem.
