I am playing as Carthage. A few years into the campaign (around 477 AUC) Egypt declared war. I chose to imprison the egyptian diplomat. Some months later the senate proposed the imprisoned egyptian as a general for one of my carthaginian armies !!.
It seems that imprisoned characters are considered as in the character pool of the country that has imprisoned him. There should be code to prevent foreign characters from being proposed as general/admiral.
That would also explain why the king of Pontus (played by me in a different game) got an imprisoned Seleukid (captured general) as a rival and later the amibition to eliminate him, after I had released the prisoner to the Seleukids.
