Court member can receive marriage offers, but I cannot make them

As King of England my sister and her husband are both in my court. Each has a position in my cabinet. They have a 16 year old daughter (OT - her picture does not change to "adult" until she turns 16 and you click on her picture).

I get marriage spam from others offering to marry her off, which indicates to me that I, as her uncle, determine who she will marry.

However, I cannot offer her in marriage to the Duke Of Suffolk, who has a very eligible grandson (first in line as heir since the Duke has no living sons).

FWIW I have a save game where I get the marriage spam on two females, neither of whom am I able to offer in marriage to anyone. Maybe this is WAD, but it seems odd and I cannot understand how I would be able to accept offers, but not make them.

Edit - I can make offers to myself, and married one of the two women off to my own courtier.

Edit - Fair enough on the explanations, but perhaps there should be some explanation available in-game as to why the player is being asked to approve a marriage for a courtier he cannot offer in marriage. The inconsistency is confusing, especially when coupled with frequent offers.

Is the daughter of your dynasty? That is, has your last name. If not, then you cannot offer to marry her to someone (though you can offer someone else of your dynasty to marry her).

IMO, the potential bug is that you get right of approval to a marriage the ai trys to arrange. This is not consistent. Otoh, it does give you a chance to set up a marriage before the ai grabs her, which is good for gameplay...

That's not a bug, it's a feature common:)

Most propably she is not of your dynasty but belongs to her father's dynasty, which is why you can't offer her hand. But I'd go with State Machine and say there still is a bug, but it's about being able to dictate whether or not marriage proposals to your courtiers are accepted irregardless of their dynasty.

I hope it stays that way. I would hate to suddenly lose my steward just because she accepted a marriage offer from some faraway count.
 
And I say it's not a bug, but is WAD.
