I don't know whether this is a feature or a bug, but it's odd enough to be the latter. While several of your other council members can be sent to another country to study the field they concentrate upon, the spymaster is likely to be caught for doing so as though he were actually spying, and imprisoned as a result. Can even be the same country as the others: they go free, he gets jailed. And the game sets an arbitrary ransom rate of 10 gold that can't be changed, and the other ruler won't accept.

That's more of an effect of the spies position as if you'll read the tooltips you'll see he's susceptible to being caught a certain percentage 4.17% each year. You have to remember he's studying and trying to STEAL other countries technology and if you notice the chancellor has the same opportunity to be discovered when sowing dissent. So I'd say it's WAD and in the spirit of the atmosphere of the times. ;)

You can send your Steward, Marshal or Court Chaplain to research tech in your country.
You can send your Spymaster to study (steal) tech in other country. Obviously, other rulers will not like it.
 
As has been said, it's not a bug.
Your other council members should be placed in your own provinces, as they help researching in the province they're in.
The spymaster does spy. He gets placed in a foreign province and helps researching in your capital.
 
I can't phrase it better than that; it's not a bug that the spymaster can be imprisoned while trying to steal technology.
