Tech spread

You can gain an advanced tech through spreading(e.g level 2 techs) though you haven't researched Level 1.
I've experienced this many times and don't know if works as it should!?
It's a nice feature, but a bit silly if you gain reinforced leather through spread though you don't know anything about leather armour! ;)
