I understand that the King or Emperor as it was in my case has a right to decide about creating a certain title if the requirements a met either by him holding the provinces or his vassals. But it seemed unfair that I have conquered enough provinces to declare myself as a Duke and was just waiting for a 100 gold pieces to accumulate, and at the moment I had enough money to create the title I see that it is alreade taken by my liege (Emperor of Bizantium).

At the same moment, the Emperor has all necessary provinces to create the title of King of Bulgaria, either by holding directly or through vassals all necessary provinces, but it never creates it. Why?

The strong play by different rules This is WAD, think of how you would have reacted if you had been the emperor yourself.

Are you certain it had the money needed?

Grosshaus, you are right, I haven't thought from that prospective. It was just very disturbing for me at that moment when starting as a 1 province county (Galatz) I conduct a couple of wars against Pechenegs in order to obtain necessary provinces to become a Duke of Moldau, and ... you already know what happened.

Because actually it was by this means the independent Principality of Moldova was created in real life, but it wasn't a Bizantine Count but a Transilvanian one. I just wanted to try and recreate the event.

Regarding the 2nd statement, I will check if he has the necessary money.

Btw, if I manage to create a King title myself first will I become independent, or I will still remain a vassal anyway?

Yes. As Flanders I broke free from the King of France when I became King of Lithuania.
