undeveloped province in spain

in my current game there's a rather central province in spain which i've taken from muslims where i can't build any province upgrade at all,

can others confirm this?

Hmm, it happens that when Your demense s too big You can't build improvementts in SOME provinces, I don't know how are these (un)lucky ones chosen, I just know it does happen. When You'll give some land to vassals You'll be able to upgrade there.

Do you mean when you've got too many provinces in your demesne for your own abilities? If so, the idea of it is quite good, to an extent, though the way they've implemented it is clumsy, to say the least. If you're not able to run your realm efficiently, then there should surely be hassle in attempting to build various things within your provinces. If the only way that can be translated to the game, though, is to randomly select provinces and have them "locked", then it probably shouldn't be in, at all.

i couldn't build training grounds in constantine this morning and it was not due to demesne size. i thought that training grounds didn't have a tech prerequisite

Whilst not knowing about training grounds specifically, I've had other buildings (theatre and war acadamy...) have their construction potential come and go depending on whether the province is in an average or prosperous/rich state. So it could be that, or perhaps some other factor which is influencing it, which I don't know about, yet.

Actually, I've just read someone explain the same thing as that its not to do with a province being in a prosperous state, but that it needs to have an income consistantly bringing in 15 (or 16, he couldn't remember).
