weird situation when controlling vassal armies

I'm king of Leon and the duke of Flanders is my vassal, he's at war with the Bishopric of Lusignan (a renegade vassal) and the Bishopric of Lusignan is at war with the Duchy of Flanders. As king of Leon it seems I'm not at war with the Bishop of Lusignan,

The duke of Flanders is doing nothing to attack the renegade Bishop so I decide to mobilise him and attack Lusignan,

Unfortunately, the Flanders troops don't want to fight the Bishopric of Lusignan as they are under my control and I'm not at war with the Bishopric of Lusignan,

After dow'ing the Bishopric they are willing to attack the Bishopric of Lusignan,

is this considered WAD or Bug?

I reckon it is WAD that you can't attack people with vassal troops if you are not at war even if the vassal himself is. It is his war and he decides to how to use troops not mobilized by you. You can only attack people you are at war with.

About the Duke of Flanders not attacking, perhaps there is room for impovement in that part.
 
Yep, WAD: you mobilise your vassal troops for yourself, and you are not at war...
