WAR EXHAUSTION 1.09

WE is a percentage number that tries to depict how fed up with war and war preparations your people are. It is stored in the save as a decimal number. E.g. 1.567 which means 1.567%. The game then truncates this number, thus 1.567 results in a value of 1%. We will call this value Basic War Exhaustion (BWE). It is displayed when you hover over the revolt risk number in the province info screen.

War exhaustion (WE) increases revolt risk and thus decreases tax income and this in turn decreases build capacity (army and fleet).



INCREASE OF WE

WE increases in two situations.

1. BUILDING ARMIES

When you build armies, regardless if you are in war or at peace, your WE increases. Each military unit (i.e. 1000 infantry or 1000 cavalry or 10 artillery) built increases the BWE by 2 divided by the manpower pool cap.

This cap can be seen if you hover over the MP number on the top right of the screen, it says "Maximum is X" where X is an integer number and represents the number of military units you have available. Well, this is not your real MP pool cap. The real cap is the number above which says "you have a manpower of X" when that number reaches its max value which normally is a higher value than the "Maximum is"-value due to round off effects. But anyhow, it is the "Maximum"-number that is used for WE calculation.

In non math language: the BWE increases with 1% if you pause the game and build as many military units as half the "Maximum" value. Since this Maximum value equals two years MP it means that the BWE increases with 1% if you build as military units as you get during one year. It increases with half a percent if you build one half of that etc.

The increased WE from building military units is immediately reflected in the game.

If you have vassals the number of men you actually get each year may be less than half your MP pool cap. But it is still the MP pool cap that is used by the game for calculating the increase of WE from building soldiers.


2. ACTIVE WAR

If you are active in war during a month your BWE increases by 0.0275% per month (0.33 per year).

"Active" means that a siege, assault or battle (at land or sea) occurs with you involved. Note that looting is not considered as being "active", nor does controlling an enemy province.

This value is updated by the game at the turn of the month.

However, even if you yourself are not active but an ally of yours in the war is, then for WE purposes you as well will be considered to have been active.



DECREASE OF WE

1. DURING PEACE
During peace the BWE drops at each turn of of the month. It drops by 0.25% (3% per year).

2. DURING WAR
During war the BWE may also drop at the turn of the month. This happens if no activity (as defined above) occured during the month. Then it drops by 0.0125 (0.15 per year).



ACTUAL WE

Above we speak about "Basic" WE. The reason for this is that the actual WE may be different from the BWE. There are three things that has an impact on the BWE - transforming it into the actual war exhaustion.
1. Core or not
2. State religion or not
3. State culture or not

Case 1: In a core the actual WE = BWE, regardless of religion and culture
Case 2: If not a core but it has state religion and state culture then the actual WE = BWE * 1.25
Case 3: If not a core and it lacks either state religion or state culture, but not both, then the actual WE = BWE * 1.5
Case 4: If not a core and it lacks both state religion and state culture then the actual WE = BWE *2

Note: the truncation of the BWE mentioned above takes place before the transformation to actual WE is performed.

Example 1: your BWE is 4%. Then the actual WE in a non core, non state culture and state religion province will be 6%.

Example 2: your BWE is 5.5%. Then the actual WE in a non core, non state culture and state religion province will be 7% (5.5 truncates to 5 and then multiplied with 1.5 = 7.5 which in turn is truncated to 7).

It is slightly surprising that the actual WE in case 4 is 2 and not 1.75. It would be a more simple formula if the three factors each contributed 0.25 to the multiplier. Instead, as it is, you get an extra penalty when all three are “wrong”.



MAX WE

There is also a cap for how high WE can get. The basic cap value for the BWE is 10. Then the innovative and centralisation slider positions have impact on this value, by -2 to +2. Thus a centralisation value of 0 means that the actual cap is 8 and not 10. If you are as well at innovative 0 your actual cap is 6. If you are at 5 on both your actual cap is 10 and if you are 10 at both it is 14.

If you build a lot of men during a month the displayed war exhaustion value may go above your cap, but that does not matter, it is then reset to the cap at the turn of the month.

Note that this cap is for your core provinces. For other kind of provinces you do the same math as described above. Say the cap is 6 and you have reached 6% in BWE. Then the actual WE in your capital (which always is a core) will be 6, in noncore provinces with state culture and state religion it will be 7 (due to the truncation) and in non core, non state culture but state religion provinces it will be 9.
