Hello there.

After some three years playing Victoria II with the HFM mod, I still haven't given up hope of seeing the CSA win the Civil War at least once as the AI, for a change. And today it seemed that was just about to happen, when the warring parties were stuck in a stalemate during the years between 1860 and 1864 and the Union's army slowly withered until it had only 7 regiments left. The CSA wasn't faring any better, and in fact it had gone down to 0 regiments by 1864 (as it always happens, just took longer this time), but the key this time was that the USA didn't have enough forces to quickly occupy the CSA's provinces.

By this point, I was happy because I knew the tickling warscore would do its magic and cause the CSA to win by timeout. Except that it did not. One by one, the USA occupied half of the CSA's provinces and the warscore had not yet begun to tickle against them, so I quit the game and went here to ask the following question: why???

I have attempted to save the CSA by making an alliance with it and hoping that it would call me to join the war, but it did not (which doesn't make any sense, but let's not go there).

When I mouse over the USA's conquest wargoal icon in the Show Wars panel, the tooltip shows me the generic message explaining how the tickling warscore works after 730 days of war if the aggressor has failed to conquer its objective. But it has been twice that number of days and nothing of that sort has yet happened.
