Paradox genuinely believed that the release version of Imperator was a good game. Listen to the way that Johan talked about it after the launch - it's obvious he was personally devastated by Imperator's failure.

But I don't think you can blame PDS for releasing a game which they genuinely believed was good and fun to play.
I wouldn't be surprised to find out that they genuinely believed that Emperor and Leviathan DLC were good and fun to play, too :p

The feedback from professional reviewers was also very positive
Looking how positive that feedback stays for nowadays bad games... I wouldn't trust it or use as an argument, especially for the state of I:R at launch

Emperor? Probably. The complaints around Emperor are a bit exaggerated. It's not a great expansion by any means, but most of the complaints about it are based on a few issues that most players probably didn't care that much about. For what it's worth Emperor is one of the higher rated recent expansions for EU4.

Leviathan? Yeah, there is no way that anybody looked at that mess and thought it would be fine.

Emperor sits at a comfortable 52% and it reflects on how it had good and bad things(some of the bugs are still not fixed though, which is a shame). People gave it more praise than they did with Dharma and rightfuly so IMO. For me Emperor is around 70-75%. I feel like they should have done more to boost Catholics and Protestants alike. Hegemony is a bad game design choice for me but nobody even plays long enough for it to matter so I let it slide. Plus you are not railroaded into using it even if you can.

Leviathan's steam page speaks for itself. The developers are even more of a victim of this DLC than the players. If I was in their shoes working on Leviathan my enthusiasm for this game would be more than just dead at this point.

Emperor also had an amazing unit model pack which was sadly not included with Emperor itself. But I liked the models and paid for them. I don't know who does the models for EU4 theese days but that's amazing work.(Leviathan also has new models which were brought in for free this time but they also don't look as grand as the paid Emperor skins) I wish we would get more updated models for Albania/Byzantium/Georgia. The generic Eastern unit skin is just painful to look at. Khmer also has the generic asian model from 2013 while everyone else has a new one.
