I think the game needs a UI for new games. The initial game modes should be "sandbox", "standard" and "custom".

Sandbox game mode would enable the CO-supplied mods to unlock milestones and infinite money.

Standard is well, standard, the vanilla game mode, without any mods.

In a "Custom" game the player enables a number of mods and assets.

The kicker is that the player should be able to save the set of mods+assets as a preset Game Mode.

It would make it easy to test enable/disable sets of mods for testing and playing.

If Steam's API allows for it, the player should be able to publish the custom game mode as a Collection and put it on Steam. This way we would be able to develop new modded gameplay sets with ease.
 
There are many buildings I have downloaded....and unfortunately they rarely appear in my city.....The mods Iam making I will put into the education folder...so basically I can plop them anywhere.....
