I have tried reinstalling the launcher, the base game, all the DLC, windows updates, countless restarts, completely wiped my machine of anything related to Paradox and Stellaris and I still cannot get the DLC to work I just get prompted to purchase the DLC. I am beyond frustrated trying to get a game that worked a few months ago to work properly now.
 
Do you have the game on Steam, Epic, MS/gamepass or some other platform please?
 
I did get this from one affected Gamepass user:
In case anyone else had issues when they purchased the season pass from gamepass.
The season pass shows no downloads and the dlc by itself looks like you need to purchase it.
Click the dlc and click the purchase.
It’ll change and say you own this already.
Click the same box that now says you own this already and it’ll ask you to download it.
Do the download and boom it finally adds
You need to do it for both northern and RC downloads.

What if you make a new Windows user on this machine, log into Windows with that, and try the game there - does it also happen?

And/or on another machine, if you have access to any.

I tried creating a new user and receive the same error. Still says ownership can't be verified. Unfortunately I do not have another machine to test on.
 
I see we are working with you in parallel in a ZenDesk ticket, which is where this issue is best dealt with anyway as it probably needs developer and/or management buy-in. So let's drop this thread, to avoid more duplication of effort.

Any update on this issue? I noticed my ZenDesk ticket was closed today but my issue still hasn't been resolved. Is there anything else I can try outside of waiting on Microsoft??

If the ticket was in your court, it will auto-close after 14 days of inactivity. You can "re-open" it , which actually logs a new one linked to the old one.
