When playing Eu4 (and Eu4 only), I constantly hear a weird buzzing noise. I have tried reinstalling the game but that didn't change anything. I am not using any mods and I don't know why this occurred. (The audio device doesn't matter, I hear it on speakers and headphones.
 
Are you sure this is in the sound system, and not coming from say the fans in the machine?

Has it always happened with this game? Or only since when?

Our similar game Crusader Kings 2 is free to play on Steam now. Does it happen there too?

I tried it and yes it happens with CK2 as well. I don't know what causes it though as it doesn't happen with other games I play.

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/EU4/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/EU4/logs/ folder, attach here system.log , error.log .


Please report the temperatures of your CPU and video (GPU)
1/ before starting the game up and
2/ after say 10 minutes' play.
If your PC's vendor has given you no way of reading temperatures, install
SPEEDFAN http://www.almico.com/sfdownload.php
 
It's not something I hear from the computer, it's only from the speakers or headphones.
It has occured 3 months before and went away after a week or two, it didn't always happen with the game.
I'm pretty sure it's happening because of high energy usage when playing EU4, i've pretty much only played Minecraft before and that doesn't use the GPU a lot.
Temperatures before starting the game: GPU: 48°C, CPU: 33°C
Temperatures after 10 minutes: GPU: 51°C, CPU: 41°C
Sorry for the late respond, I know that it isn't EU4's fault but I have no idea where to get support appart from here.

You only have two sound channels (Speaker and headphones), which use the same MS driver. You hear this through both?

But if you think it is a power draw problem, you'll need hardware help with that.

Yes I do hear it through both, but it's a little more complicated: When the game is focused, you hear a constant but quiet buzzing through the speakers (no matter what audio device is selected and the windows sound level doesn't matter either. The buzzing through the headphones is less consistent and can be turned off by turning off the windows sound (not the game sound however). It might be because the headphones are connected to the front IO while the speakers are connected to the back one.

I'm certain this is a Windows or hardware problem, but not sure how to proceed really, sorry.

If you make a new Windows user, log into Windows as that - do you get the same issue?
