If you are banning discussion on PM numbers then doing so in thread isn't a good idea. That just means that the discussion will be moved to PMs and IRC. And since you cannot control those two places just send out the PMs at random.

Meh, that makes it a lot easier for people to lie about it or just ignore it without looking suspicious.
