Your canvas map to paint!

Background:
Following a disputed election and a tie vote, the U.S. Congress installs the most unpopular President in U.S. history, as Elon Reeve Musk becomes the 48th President of the United States. Shortly after the election, increased unrest, rioting, and a growing number of militias have given rise to ever-increasing domestic terrorism. In response, the President invokes the Homeland Security Act and declares martial law on the West Coast and other areas of the country.

Though highly contested, a Supreme Court ruling sidesteps the electoral process, disqualifying other popular Presidential candidates such as Mr. Beast and Taylor Swift from several states. Public outrage explodes when a sham election leads to incumbent Elongated Muskrat accepting a second term in office. During the 61st Inauguration Day ceremonies, Washington, D.C. is struck by a low-yield nuclear weapon, killing Musk and most of the U.S. Congress. The destruction of Washington, D.C. effectively breaks the chain of succession, sending the nation into chaos.

In an emergency vote, the European Union deploys peacekeepers to the greater D.C. area to secure international interests. With separatist sentiment rising, the free Republic of Cascadia declares home rule and secedes from the Union. The Republic of Greater Texas follows quickly and declares sovereignty, taking neighboring states with it. Soon, the Tri-State Authority, the Illinois Khanate, and Old Dominion Confederation establish their own governments, each rallying around regional interests and shared identity.

Elsewhere, the Pine Republic, Bay Federation, and Rust Belt Republic form coalitions based on cultural and historical ties, while the Great Plains Union and High Sierra Republic assert their independence over vast stretches of farmland and mountainous terrain. Meanwhile, the Enclave attempts to re-establish a government in DC (though they would never claim to want to unite the entire country under a single rule... at least not publicly) and the forgotten states of the midwest form a Frontier Pact, giving them unprecedented political power.

Now, the once-United States of America lie in ruin. The time for words is past, and a Second American Civil War now erupts as sixteen factions wage war across the land. They battle one another to reclaim a nation, to restore peace—to rebuild this shattered Union.


Rules:
A maximum of sixteen (16) players can sign up. Roles shall be handed out when the game is full at the discretion of the Game Moderator (GM). After sign-ups are closed, and roles passed out, the game will proceed to a fall (night) deadline.

The game shall continue in a spring/fall (day/night) cycle with each 24 hour period (one day and night) occurring in one update. In this period, the day time shall be consumed with debate among the Free Nations (villagers) over whom to lynch. Sometimes the nations (villagers) may decide to target more than one of their companions, in which case a Lemeard-approved TIE can occur, and all targeted Nations (villagers) will be eliminated. At night, the Loyalist Powers will retaliate and target one nation state.

The nation states win by eliminating all the Loyalist Powers, guaranteeing their survival and independence for years to come. The Loyalist Powers win by equaling the number of Free Nations, allowing them to defeat them in open warfare.


Special Rules for Werediplomacy (please read):
Of the newly formed nation states, most want to coexist peacefully as independent powers. However, a number of states are secretly loyalists of the old regime, and will use its nuclear weapons to restore a one-state hegemony.

During the spring seasons (day), the Free Nations vote through the United Military Governance for which nation to sanction and divide up.
The territories of said nation will be split up among its neighbors. This is important because each free nation gets one vote per state that it controls. During the fall seasons (night), the Loyalists choose a number of territories to strike with nuclear weapons, colouring them black on the map and rendering them useless for voting purposes. A Nation which has 0 states left is considered as dead and eliminated. Loyalists may strike their own territories if they so choose. Loyalists may destroy a number of territories each night equal to (1 / <number of nations in the game> * <number of territories in the game>) = (48 / number of surviving players) i.e. 3 territories at game start.

When signing up for this game, please also pick a nation you would like to play from the second post.
- You may change your nation's name or colour, but not its starting states.

The game will start with a night deadline, but there will be no hunt on the first night.

Role RP Translations:
Free Nation (Villager): These countries have complied with the terms of the peace treaty and disarmed their weapons of mass destruction. This has now however left them defenseless against the weapons of the Loyalist Powers, and their only chance is to band together to try to find and eliminate these powers one by one.

European Union Intervention Force (Seer): Has a good cybersecurity Department. Can spend a year performing scan to detect the presence or absence of advanced destruction weaponry in a certain country.

Loyalist Powers (Wolves): Not satisfied to see the Union Shattered, these states have kept in their possessions weapons that they may use to completely wipe a number of states off the face of the planet, although these weapons take a year to charge so they can only use them once per turn.

Russian Intervention Force (Warlock): Has a good cyberwarfare department. Can block the actions of the European Union or the Ukrainian Peacekeepers once per year.

Ukrainian Intervention Force (Guardian Angel): Armed with Stingers, S-300s and Patriots, this force is able to protect a number of territories per year from the Loyalist's WMDs.

Full Rules:

§1A. - You sign up to the game by requesting so in a post in this thread.
§1B. - No new players will be admitted after the game has started, EXCEPT if substituting for another player.
§1C. - You may at any time be substituted out by requesting so in the thread.
§1D. - Players are responsible for any Private Messages (PMs) missed due to inbox being full.

§2. - Orders and votes submitted after deadline are ignored.

§3A. – Players will vote daily. Should they not vote, THEY WILL BE REPLACED. There will be no exceptions unless the Game Moderator states otherwise.
§3B. – Invalid votes (Voting for Game Moderator/Ghosts) will not be accepted.
§3C. – In the event of a TIE, ALL TIED players will be executed.
§3D. - The player(s) with the majority of votes at deadline is considered dead. He will not reveal any inside information after the deadline.

§4A. - SPECTATORS AND GHOSTS MAY HAUNT, TAUNT AND FLAUNT, BUT NEVER SUGGEST ANY COURSE OF ACTION OR REVEAL ANY INFORMATION. ANY ACTION WHICH CAN AFFECT TO THE OUTCOME OF THE GAME IS FORBIDDEN. ANYONE CAUGHT DOING IT WILL BE *PERMANENTLY* BANNED FROM PARTICIPATION. NO EXCUSES ARE VALID.
§4B. - When doing ghost/spectator commentary, please use a non-white colour.

§5. - Alliances and Feuds which aren't based on your characters or roles in the game between players are forbidden. Alliances and Feuds which continue from one game to another undermine the whole idea of the game.

§6A. – The Game Moderator has the last word on all matters.
§6B. – If the Game Moderator makes a mistake (e.g. with the vote count, hunt/scan orders), and critical information has been revealed, the mistake will be kept.

§7A. – Forging PMs is allowed. Screenshots of PMs is not.
§7B. - PMs from the Game Moderator may not be quoted or forged.
§8. – Voting must be done in the following way. Write "VOTE" and the person you are voting for in size 5 bold text. For example:

VOTE EUROO7

If you wish to un-vote someone, write "UNVOTE":

UNVOTE EUROO7, VOTE EUROO8

Any other type of voting will not be counted and will make you eligible for subbing. In case of re-voting without un-voting the original vote will be the counted vote. DO NOT EDIT VOTES AFTER POSTING THEM.


§9. - The GM can and will remove players if the GM believes the player is not participating at his/her full capacity. This will be done through the use of killing the player's role, or using substitutes, if they are available. All such decisions are made solely at the discretion of the GM. DO NOT SIGN UP FOR THE GAME IF YOU KNOW YOU CAN'T PARTICIPATE.

§10A. – Trust no one. Especially not the GM.
§10B. - Always Trust the GM.

§11. - The GM reserves the right to confuse everyone and ruin the game if players do not please the GM.

Special Rules
WereDiplomacy Rules Recap (please read):

1- Standard Werewolf Lite rules apply, except where noted below:

You sign up by choosing one of the nations in the map on post 2. You may change its colour or name, but not its initial constituent states.
2.a- There will be 16 players for 48 continental states
2.b- As a result there will be no hunt on the first night
2.c-
Due to DC counting as a map entity, one of the nations starts with 4 territories since we have 49 territories in total
3- Each player represents a nation which controls states. The number of votes you have is equal to the number of states you own.
4- The wolves do not outright kill a player per night. Instead, they can destroy a number of states per night.
4.a- This number is equal to the *average* number of states owned by all nations (wolves included), so this number will increase over the course of the game
4.b- A player is dead and out of the game once their last state is destroyed
4.c- The wolves are encouraged to kill a player per night to reduce the number of players in the game and increase their killing power. The wolves can choose to destroy some of their own states for credibility
4.d- To parallel this, a guardian angel protects an equal number of states per night, and not directly a nation
4.d.i- I am open to change on this, and could see benefits to allowing the GA to protect a nation and hence hunts on all its territories fail. Thoughts?
5- When a nation is destroyed by lynching instead of hunts, its states are redistributed to its neighbors
5.a- The algorithm to determine this will be: for each state, take a list of its first order (immediate) neighboring states, and pick one at random: its owner becomes the lynched state's new owner.
5.a.i- States destroyed by nuclear weapons or owned by the lynched power do not count towards this
5.a.ii- If a state has no valid first-order neighbors, then its second order neighbors (neighbors of neighbors) will be considered, and so on and so forth
5.a.iii- The division will happen all at once. So if nation A gains state B from nation C, then when distributing state D from nation C, state B does not count as newly belonging to nation A (prevents snowball effect)
5.b- This is one I am less sure of, it adds a perverse incentive to lynch neighbors regardless of their allegiance. Maybe its states should be redistributed to those who voted it? I am open to ideas.
6- Parity happens when the total number of states controlled by wolves is equal to the total number of states controlled by villagers
7- A warlock counts for parity only if they are in contact with the wolves. A warlock confirms this by sending a message to the GM with the name of all the wolves left alive. An incorrect name in this PM leads to the warlock being instantly struck down by lightning.


Rules that have been changed as a result of discussion in this thread use this colour.

Sidenote, might be a bad idea to let people pick their starting spots. Some spots are going to be better than others from a 'maximizing the chances to get more stuff' POV if stuff gets handed over to neighbours. We'll also probably end up with 3 non-contiguous states left for whoever is last to sign up

I'm really impressed by the creativity, but slightly concerned that this might lead to unforeseen issues. I'm also a little worried that I don't fully understand the rules, roles, and so forth, but I'm certainly interested.

As before, perhaps you could put me down as first reserve, so that anyone who actually knows what they're doing can take my place, if the roster is full.

Edit: I was supposed to specify states... New York, New Jersey, Connecticut?

Edit 2: Sub Pennsylvania for CT, as previous choice leaves a block of 5 states.

You make a good point. I have been strongly considering replacing the "territory divided among neighbors" rule with a "territory divided among nations that voted to lynch the nation" rule, or even just make it entirely random. What do you think? It's that or assign people random states on sign up and let them name them and pick a colour when the game starts.

I'm really impressed by the creativity, but slightly concerned that this might lead to unforeseen issues. I'm also a little worried that I don't fully understand the rules, roles, and so forth, but I'm certainly interested.

Thank you! The rules section is a bit convoluted I will admit. I'll put you on the signup list as I have a bad feeling we will struggle to get to 16 players. But if we do and someone still wants in, I will let them replace you and you can be on the sub list for if someone drops out.
 
I always enjoyed the experimental Panzer games. Less thrilled about the theme though :p.

I guess I have to go PNWish. So give me the west coast. I also lived in all of these states Washington, Oregon, and California.

More seriously, don't be afraid to play just because the rules are a bit convoluted, I think they'll make sense quite quickly once things start moving.

You'll get a massive pre-deadline bandwagon against whoever is in the lead because everyone wants in on the territory distribution. Might lead to some rather extreme chaos when that dynamic gets combined with voteswitches, we'd probably get 3/4th of the village swapping their votes ten times just to follow the latest bandwagon. Would probably be hilarious to watch though :p

Random would work balance wise, but would probably be boring theme-wise?
Among neighbours might probably work so long as you avoid players min-maxing their starting position? Doubt the perverse incentives will have too much of an impact on the goodies, though the wolves would be incentivised to go prioritize their immedaite neighbours: killing someone in a sea of villagers doesn't bring the wolves closer to parity. It'll probably also lead to people trying to guess who the wolves might be based on who is far away from the destroyed states. Don't think this kind of incentive for the wolves is neccesarily bad though, might give some interesting discussion point if nothing else.

Main concern is that some players are going to be in the corners of the map with little 'room' for expansion, which might be a problem if that happens to (too many) wolves. Might be made to work by 'connecting' the two sea boards in some way though, I suspect most the 'help I'm stuck' starting positions will be on the edges.

Bit of a general balance thing for this idea: every method of distributing lynched people's states will have randomness in it. Villagers won't know how close to parity we are because we don't how (un)lucky the wolves got in state distribution. Wolves also won't be entirely certain when exactly parity comes because a mislynch might not actually give them any extra votes.

Not according to the initial blurb but I'll rewrite that once we know all the free nations. I want to see what people come up with and I won't miss a chance to have Free Cascadia rise again!

Yeah, I like the analysis potential that can come from seeing how people interact with the map. It'll make it easier for lost villagers like I usually am to have something visual to go on. I'll wait and see what others think of before finalising the rules. If no one comes up with a surefire way to break the game before it starts I might just go with it.

@PanzerCorps -- see my edit to sign up post. Not sure if this is an issue, but 50 states divided by 3 means you don't have many states to spare. Maybe you need to divide the map beforehand, rather than letting people choose randomly?

We've actually only got 48 because Hawaii and Alaska are out and 48 divides exactly by 16 players to give 3 per player, so we'll have no spares. Hmm... okay, I think I'm convinced. With your point + @beartjah's about min-maxing state selections, I'll make a preset map and allow players to pick which nation to take instead. I'll grandfather your, beartjah's and Culann's selections though. Please stand by for a new setup.

The new setup is ready! It was fun. I updated the blurb on the first post to mention our new nations too, but I'll adjust it further if more people rename their nations.

That ended up being a nation, and I suspect whoever controls it will suddenly find themselves having an inexplicable grudge against you :D

With the extra vote, wouldn't it be better to leave DC as a neutral entity?

I mean, if Tennessee is going to be taken, might as well go with the other state I lived in for a significant period.
