OOC: I don't play lites often but doesn't this give the wolves the upper hand?
The seer is supposed to get a random scan too, so that balances things out. Of course, the seer could get hunted (didn't happen here) or the scan could get hunted (and it might have happened here, nobody except the seer and GM know)
 
True true, only a restart of the game then I guess.
If the wolves and seer agree to it then having the night 1 hunt be the dummy and have there be a 1/16 chance that the seer doesn't scan his order, but instead the hunted dummy on night 1 is an option too.

Whether a restart or solving it on night 1 is preferable I don't know. I'd probably go with solving it on night 1, since this already has taken a long time to start, so I'd prefer it not waiting another 24 hours to start.

The zombie's role always must be stated. That's the way that it'll be known whether the random hunt was the seer or a villager.

Well, in case you want to restart this, here are the 4 steps for 16-players WW Lite:
1: draw roles randomly as you would for 17 players (which means the zombie can get an important role like WW or Seer) - but don't send them out yet !
2: randomly determine the hunt among the 13 potential targets (12 villagers + 1 seer)
3: randomly scan one player for the seer among the 16 potential targets (12 villagers + 4 WW)
4: if the hunt target was the zombie, you're in luck you can start the game. If a player was the hunted target, just swap the role of the zombie with the one of the hunted player (so the night 0 hunt is the zombie)
Done. You can send the roles and make the Night 0 update accordingly. I realize I should've told you sooner
