The rules deserve a tryout, I kinda like the GM not rolling dice, just not sure if this is the way or not.

I am confident about the doc/hunter but the witnessing definitely has potential to backfire.

There are two additions to the rules to deal with potential pitfalls. Players will be given limits in their role PMs on how often they can revise their orders (no spamming the GM inbox to manipulate the witnessing effects). Traits may be lost if players post their powers in the thread. Again the role PM will warn players where this is the case for their traits.
 
"OK here" barked Albrecht O'Konnought, owner of the Oh Craps Casino as he picked up the red phone.

"This is Statistical Security here", came the reply, "and its not OK down on the floor. We identified a problem with an unusually high frequency of elevens on Table 15."

"You know the drill, get on with it". Albrecht was impatient. He wasn't sure how long he could stay in the casino business. There was a potential deal with the 7-11 grocery chain that he needed to concentrate on.

"We did, Sir. Security kept the Table under observation, but the anomaly persisted. Equipment, operators and customers changed, but the anomaly persisted."

"Close the Table down, get the equipment into the workshops, find what is going on and FIX IT"

"Sir. The report of the findings is on its way. To summarise, they are negative, but"

"BUT"

The man in the big chair called up the one-arm bandit parlour on the CCT. "Get out now?", he pondered. A slight trickle of drool appeared at the corner of his mouth. He came to a decision. "No way. There were BUKKITS of cash down there."
 
The members of the Risk Promotion Lobby Organisation are gathered in a Committee Room. The meeting has been in progress some time without making any real progress. Tempers of some members are somewhat frayed. The Chair rises.

"The meeting is adjourned in order to watch the Eurobillions lottery draw. The usual top prize on the draw is 1,000,000 euros, but every two months there is a special draw with a 10,000,000 euro prize and it is one of those draws that I have arranged to be performed live in the state capital tonight."

The big screen on the wall of the committee room flickers briefly and comes on. Columns of balls fill the frame. From somewhere in the darkness to the side the sounds of "Money, its a gas ... " can be heard

"... and here to set the balls rolling, the man to draw the lots and lots of money, is the President of the European Commission, Mr Euro 7 zeros himself "

and just as the final ball was being drawn the screen flashed briefly white and went black.

The Chair cursed briefly, but after the second number he hadn't really been interested, and switched off the screen.

"Just amuse yourselves while I summon a technician". He picked up the phone and rather more fluent cursing was heard, soon followed by a white-coated groveller at the door.

The phone rang again. The Chair looked pale and left muttering about some problem. The committee topped up their glasses. After a while someone produced a pack of cards and suggested a friendly game of poker.

Eventually the Chair reappeared, flanked by blue uniformed officers.

"We have a problem, gentlemen. There was a bomb in the lotto machine and some badly mangled casino chips were discovered in the wreckage. The police believe someone connected with a casino is responsble for the outrage and are requiring us to nominate who we think is the most likely suspect."
