Never thought about it much. I've generally played Portugal / England etc, and either haven't worried too much about exchanging discoveries or when I did I had a lot more to offer than the receiving country. Also always got up relations to 200-ish before making the suggestion and never had a problem. Also assumed the ratio of what you are offering them compared to what they are receiving might make a difference, and speculatively the relative size of the countries in the deal.
Now playing China I've been OK exchanging with Muslim/Hindu/Buddhist countries using the above principles. I then finally came across Portugal (which was my aim of course), and initially had far fewer provinces known than them. I then spent some time changing the balance so eventually I went to exchange so they'd get more out of the deal. They refused. After the third time I wondered if it would be a problem so I chose to exchange with Munster, a country recently released from Spain who seemed to know many if not all of Spain's geographical knowledge. On proposing the deal I had approx twice as many provinces known as them, and of course was a much larger nation (if that made a difference). They refused several times.
So I'm wondering what the factors are regarding discovery exchange? Is it that the latin countries simply will not exchange with non-christian? Or will the protestants do so once they arrive? Anyway, thanks for the help in advance.
Edit: a few years later and Sus in North Africa has another 190-ish provinces known. I suspect they've got some of Portugal/Spain knowledge so I try and exchange with them. I offer over 400 in return, have 200 relations and a Royal Marriage. They continually refuse. Is there any flag that maybe states you don't exchange if you've got the east coast of North America? Sounds a bit weird but I can't understand why anyone who I suspect has these maps won't exchange.
