I'm wondering - what Computer would I need to get that would meet the maximum system requirements for all the games.

From what I can gather...
A dual core, with 3G speed and 4G ram, and a graphics card that can handle games like CK2 or EU3, would be able to play all the games. Is this correct, or is there a game with higher reqs?
 
If by handle you mean not worry about lag all the way through the game, you might be pushing it. Especially in the more expensive (not money, power) games such as Victoria 2 and HoI 3.
 
To answer your last question, CK2 is the most demanding game graphically. Late game Victoria 2 is probably the most demanding thing for the processor (though HOI3 might match it; I've barely played it but it seems like it might get demanding).
