What determines where I can recruit?

Is recruiting only available by certain seasons?

Sometimes I have the option, sometimes I don't, even when it says "Recruitable units at this location" or something similar.

Are you playing the original campaign or the Saxons or Druids DLC ? In these DLC you have to wait 1 year after conquering a new region to be able to recruit.
Sometimes i have to click several times too because i don't click exactly at the good spot.
Maybe you have to control all the locations of the region too in the original campaign, i can't remember that point.

Ah, thanks, now it makes sense why I couldn't recruit from the first province I started with... because an enemy snuck a guy past and captured it for a turn.

There are 4 possible reasons why you can’t recruit:

1. You are still before The Lady of the Lake quest.
2. You don’t have enough gold/food.
3. Recruiting is available only in settlements and strongholds, not in the other locations.
4. Noon is right, you have to control every location in the province.

I hope it helps everybody who has the same problem.
