Since the beta I can't tell if they do anything. The only mention of them I've seen is in relation to Criminal syndicates. If they weren't working at all I think people would be talking about it, but no one is. So what's the deal? What am I missing?
 
Since it's a pre-4.0 feature, chances of it being broken are big
 
They cost you influence. They definitely don't provide energy or direct trade points increases. Perhaps they improve something in the background, but yeah, no idea.
 
They do the same thing they did before, which is increase Trade Income. It's just that it takes the form of the new "Trade" resource, rather than direct energy credits/consumer good.

You can see the value you're getting from your pacts in the income breakdown when you mouse over the resource:

It's the "Commercial Pacts" line item under the "Produced" section.

Okay, I am getting trade from commercial pacts. Must have not seen it without a month rollover and reloaded.

However, I can't form commercial pacts with federation members. That doesn't suit me. Again, am I missing something?
