What do I have to do to start a blood feud?

So I'm playing house Bolton in the Bleeding Years bookmark with one goal, screw with the Starks as much as possible. I also want a blood feud. And it's really annoying to get one started. I killed one Stark king in trial by combat, flayed two more Stark kings, one Stark mother, two wives, one son, one daughter, and I'm still stuck at "Demands Vengeance." What else can I do to piss them off enough to where an actual blood feud is started?

I think you need the Sub Mod Blood Feuds to start a Blood Feud.. But no idea if that is the case or not
I know with that Sub Mod i am able to start blood feuds myself

I know it's possible in the base mod to start a feud, a few patches ago a Hoare king kidnapped one of my daughters, and that started a feud.
