No the changelog is not coded its written in english.
The HSR "historical stony road" mod gives you extra events, better challenge many "extras" like SS-divisions and Heavydivisons, changed leaders, techs and teams.
In short more historical flavour and if you playing on gröfazlevel you probably will lose like ITRW.
(I only play on normal myself)

Lots of new events (Olympic Games, Hindenburg, Autobarn etc), increased difficulty, better ai, historical units/brigades, historical flags.
When you annex France you gain some of the French transport fleet as happend in 1940. When you annex the Czech's you gain tanks as happend historically etc.
