Thats what I'm hoping too. IIRC there were more than 1000 map areas listed for EU (counting sea zones). If you put all of that in to Europe then the map could get nicely detailed.:)
 
The cities problem stems from the underlying fact that the economy changed very significantly in the first half of the covered period (ie from mid 11th century to late 13th), including switch to monetary economy, the "trade fairs" (those have COT-like attributes at least), major demographic shifts.
 
Using the city within a province (i.e. as a separate province as historycaesar suggested) the shifts in populations could easily be handled as events triggered by other events such as the Black Death.:)

It has its flaws. EU2 uses the original COT system designed by Philippe Thibault, and we have not had the time to redesign a new system until now.
