Silesian culture used to be in the German culture group and called Schelsian, to represent the German Silesians of the time. It got moved into West Slavic to represent the Slavic Silesians, and renamed Silesian. Both of these are not historically accurate, for much of Silesia was German but the more southern areas were Slavic.
There is a comment in the code right before the Livonian Order reforms are defined in 00_governments.txt.
It's..."never again". There because there is about 10 reforms defined, which is a tedious task.
Immediately after, the comment "again" is put before the Polish and Lithuanian 1.34 reforms.
