What is the horsie sprite for?

Looks like unit sprite. There is also similairly sized one with ship, and third which is the colonist icon. I guess they aren't used?

Why weren't they used as diplomats?
probably cause it always take a month to get a new diplomat in the country, and he'll have to ride really fast if he's going to ride from France to China in a month...
