What kind of "animation" is this?

I just saw this funny video and noticed a billboard on right side. It is animated... sort of (3-4 frames). I was told that this wasn´t possible. So, how was this achieved?

it was created by the developers, there are several of them i believe what ur wondering if mods can do this.

Yep they have said we could not use such things... but if it's been done once, it can be done again. Maybe it's a prop and not really part of the building.

So is it not possible to make animated building at this moment? Cause I'm interested in adding an elevator that goes up and down on my building. Would this be possible to do and mod into the game?

Someone posted a model of an old windmill, he was curious about how he would make it work. (Can't find it back... this forum section is beginning to be huge.).

For that you would "only" need the animation from the wind power station. For elevators you would need a line animation with start and end points, haven´t seen that anywhere yet.
That billboard however is different from that. If that would only be possible with "furniture" decorations and not the buildings itself it would still be nice. A word from a dev about how to make that would be great.
