Since they speak with such authority, I doubt they are simply a part of the team, they must be part of the team leadership.

I don't care about Rome 2, though I'd probably enjoy it. I've read on these forums that both Vicky 3 and Rome 2 are being developed at the same time, much like Stellaris and HOI4

Well they did promise a while back (2014 ?) that they would release a new installment of Victoria and Rome each before 2020.
At the time it didn't seem like a big commitment, but here we are five months from 2018, and 29 months from 2020...
