I don't think it matters a whole lot. It's not like you have to pay them unemployment benefits etc. The only downside is that they don't pay any taxes (no income) but if your economy is doing fine at 9% unemployment then it's all good in my book.
That's for vanilla anyway. I use a mod where unemployment does matter but that is another topic

If you lower taxes you will increase city growth (things are cheaper).
If you raise taxes, you slow city growth. (Things cost more)

When I had like 40% for very long time I noticed massive demand for beverages I could not kill until I sent everyone to work, so I guess it all depends what you want from your city.
