Okay...I'm playing Turkey and it sometimes seems impossible to make alliances. I was trying to sway China and the Inca Empire to join my cause. I had both of their relations up to 200, but they refused again and again. It seems pointless to give them gifts if they'll never agree to an alliance. I've seen my relations go down as I'm watching the screen! Now that's bad. Sure I can usually get the standbys Tripoli, Algiers, and Crimea to join, but that gets kind of old. And the computer doesn't seem to have this problem. They'll be at war one minute and freaking allies the next. Anyways, I need some major advice on how to get countries I want to ally with me. Anything would be appreciated.

While playing Russia, I've had a badboy value of over 25 and I still can make alliances. Not, with China though, cause England keeps on sneaking in and making one with China before I can.
 
Hmmm...Bad Boy value, eh? That might be it...though I've been pretty good(relatively speaking) about annexing countries. In fact, I trashed almost all of Persia in my last war and let them off the hook by 'only' forcing them to convert to Sunnis. In my game, france is the 'bad boy'...so you'd think I'd have a better shot at alliances...
