What's up with Tuscany?

Situation:

Tuscany is a Vassal.

We do not have a Royal Marriage now (although we did when I vassalized it)
I had a Military alliance
My relations were always 180 - 200
Tuscany has 0 other situations set up with other countries
Tuscany has far viewer provinces than I


Tuscany would not offer a RM (which isn't necessary at this point)
Tuscany would not offer Annexation

What gives?

[I've since given up on the bums and changed alliances, althouh they are still a vassal.]

No, That's not what I'm remembering.

I remember being England and annexing hannover. I won't put it aside that I *MIGHT* have inherited it, but I honestly don't remember it that way. I inherited Saxony - AFTER I had Hannover.

As I think on it though, that IS the only situation I can remember, so perhaps it was an inheritance.

Political Annexation

I believe that the instruction booklet states that the 'common border' required for political annexations can be covered by sea, so if there's a quick sea route from England to Hannover, that's probably why you could offer annexation to them.
