Cybernetic and synthetic ascension situations have this issue, now Biomorphosis also.
These situation events are worded like they are permanent societal changes to your empire, but almost all of them only last 5 years. What's the deal/point?
Here's one situation:
Do you want to institute a Welfare state or go for the survival of the fittest mindset in genetic dominance. 0.5 unity per unemployed pop vs 1 leader capacity. Oh and for some only reason 5 year duration. Lol why?

Is this "days = 1800" modifier duration some kind of stopgap measure so we won't have too many empire modifiers til the devs give us a full society focused dlc?

Making them bounded in scope lets them throw all sorts of stuff at you and have it be fine if some of it is busted (and it stops people from "needing" to RNG fish for one event with a game-changing bonus).

But I agree it makes them feel hollow. I can't help but feel that some of them could be permanent.

If any of them were permanent then they'd be broken as hell.
Bio-ascension can't throw a twig without hitting something OP as is, I'm not sure adding more permanent modifiers is a good idea.

Yes, most would be far too strong to make them permanent.
Plus the RNG. The "quality" of the mods varies and it is (mostly? fully?) random which you get. With 5 years it is not that much of "problem" If you get a "bad" one. If they were permanent however it would be highly frustrating.

If the problem is that they would be too good if they were permanent, just remove some power from the tradition or authority. Or give them some negatives in addition to the positives.

the issue is they sometimes have some significant maluses. would be nice if the version with the malus was limited in scope, and then it gets replaced by a permanent buff without the malus. otherwise, +10% unity in return for -20% trade value would be BRUTAL
