When gifting an artifact, all potential recipients have a tooltip that says they can't equip it, even when they should be able to.

Description​

I tested this with all of my artifacts in my current game, including weapons, armor, inventory artifacts, and so on. I tried gifting them to my unlanded heir, who said he couldn't equip a dagger or armor. I tried my landed vassals who said the same thing. I tried foreign leaders, and they said the same thing, despite having items equipped when I checked their inventory.

Steps to reproduce​

It is currently the case in my ironman game while playing as a custom ruler under 400 creation points, having started in norway. I'm not sure if it was this way the entire game or not. This is the first time I tried giving artifacts away.

Encountered the same when gifting the Karling House Banner to Louis the Stammerer who was specified as the house head in the artifact details and who was a king at that time.

This is the same issue that was originally reported in https://forum.paradoxplaza.com/foru...is-useless-to-recipient-when-its-not.1583999/, and subsequently reported also in https://forum.paradoxplaza.com/forum/threads/gift-artifact-warning-error.1584750/. It's in status Confirmed, but still not fixed in 1.9.0.4.
