When launching the game, it stops downloading at 39%. Any ideas why this might be happening?.

I guess you mean it stops at 39% during game start, rather than actually while downloading from Steam. Would that be right?
Has this game ever worked on this machine? Or never yet?
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

yeah that's what I meant. I'm using the game laptop as always and never had this issue before. Plus every other game I'm using under Steam still works.

Unfortunately no crash or hang against this game in that dxdiag, and the other files look fine too.
What I do see is the nVidia driver is from 2017, so let's do a clean reinstall and update of that:
- uninstall that driver and all other nVidia software
- reboot
- install this one:
- reboot from here
