I don't know what it exactly call.
It is outside the coat of arm, showing is king, duke or earl. that one
I want to make some change, can anyone teach me? thank you
 
It's somewhere in the /gfx folder, I don't remember the exact filename but it's something like "frame.dds".

So anyway, it's a .dds file and you'll need a image editing software able to deal wioth .dds files. I suggest you to get Gimp with the DDS plugin.
