I want to test a game with a population research penalty modifier of only 1% per population as opposed to 2%. I like growing big, but find that the population modifier is so large as to for all intents nullify the effect of size upon research. You may produce twice as much science, but due to your population, everything costs twice as much. I understand why the developers did that, wanting to maintain rough technological parity throughout the game for balance reasons, but to my mind, that makes the whole point of tech research largely moot.

In any case, I have no idea where the critical number I would need to modify is, amongst all the files. Does anyone have a clue they would be willing to share with me? I am not intending to make an official mod at this point, I want to test the effect in a few games before that.
