Where to but the capital?

High Levie province or mediocre province?

I am Playing as Masallia and moved the capital south to form Magna Graecia. Now i have got the mil. reform event and i am going to create Legions.
Now my question is if i should move my capital back into Transalpine Gaule. The Idea behind is i want strong Legions to fight the main battles and this will cut into my capital regions powerbase.
I though moving it and dont create an Legion in my capital region gives my leader some power (~20 levies) while i can build up to a 60 cohord Legion in Magna Graecia, Italia and Cisalpine Gaul to check the power of my governors.

If you can raise unlimited legions it doesnt matter where your capital is, your legions will exist anyway...

If you intend your ruler to personally lead troops, get the high levy provinces. Italia and Transalpine Gaul are both generally good for that. Legions can cover all your military needs anyway.

Also capital gives you diplomacy range, so put it where you intend to fight all your future wars or make allies.
