Personally, I am worried about the cultural assimilation/acceptance systems. I've never particularly liked the assimilation system in Imperator Rome as it would often just lead to widespread homogenous cultures in the late game since conversion speed was too high and there is no real reason to keep unaccepted cultures around; I don't want to see something similar happen in EUV, where most cultural diversity outside of Europe is simply lost when it wasn't historically by 1837. Furthermore, the cultural acceptance system where you could just click a button to accept a culture out of a limited amount of cultural acceptance slots always felt far too gamey. I would much rather cultural acceptance be driven by each culture's attitude towards different culture groups, which could be determined by factors such as language, religion, possibly based on the history between nations with their respective primary cultures, etc. At the very least you should have the ability to assimilate pops into other accepted cultures in your nation, such as being able to convert Highlander pops to Scots as Great Britain, for example.
Yeah- I really want an in-depth 'next available culture' assimilation mechanic, like you suggested.

I think cultural acceptance an easily be slotted over into a process that take time. Hit 'culturally accept' and wait for them to be integrated into your nation, with factors like political cleavage affecting integration speed (IE how many factors divide the pops of your nation- language groups, religion, etc. politics would likely be too complicated, but maybe the spread of that culture amongst the estates factor into things- with the more upper class pops of that culture translating to faster integration speed than if they are all tribes or slaves). Events could also crop up boosting or slowing down integration speed.

I think it makes sense to have a soft limit on how many cultures you accept, but it should be soft. Like I think players should be able to go 'over the limit' with light debuffs that go away by increasing your cap. But I think the primary reason to not integrate a culture would be the resources spent on integrating them- IE time and effort.

It's a bit simple, yeah, but the cost of accepting cultures does depend on these factors: culture groups, languages and language families, culture opinion (5 different states and "Enemy" opinion outright prevents acceptance) and how big the accepted culture is compared to your primary.

We do! In the UI for cabinet action for assimilating a province you choose which culture you want pops to assimilate into. At 22:12 you can see it:
