Which library/folder contains the mods?
Are they under Steamapps someplace or under documents or some other place?

There is this:
C:\Users\username\AppData\Local\Colossal Order\Cities_Skylines\Addons\Mods
(Replace "username" with your user name.)
Empty for me, so probably only a local thing if I made my own mod? The asset folder does have a crappy little park I made in it.
Then there is this:
C:\Program Files (x86)\Steam\SteamApps\workshop\content\
There are a bunch of numbered folders, and one of them contained tons of stuff for CS. This is probably what you are looking for.
