While drilling my units, my unit morale drop below .5

Description​

When I'm drilling my units that need reinforcements, the unit morale drop below .5 preventing me moving them out immediately. At least change the morale to 0.51 while training to prevent this from happening.

Steps to reproduce​

drill units that are less than 1000. The morale sometimes drop below 0.5.
