It'd be really cool if some explorers were nation-less. For instance, in the year the explorer is to appear nations can place a bid on the explorer. The nation that bids the highest gets him.

Explorers would be regional so one might only be biddable from within Europe, etc...

Historically many of the explorers were mercenaries! Columbus could have been hired by someone else. How about putting them up for auction? Another alternative would be to provide a number of explorers of unknown value. Some would be real lemon, others would be just real.
 
Note that Portugal doesn't need explorers to explore sea areas, any ship will do. Also, once you get to Naval Tech 13 (increased sight) any ship will uncover provinces adjacent to it (100% chance). Not until Naval Tech 21 can all ships uncover sea areas.

So once Portugal gets to Naval Tech 13, all their ships are basically super-explorers (100% chance to uncover province).

I really think that armies should be able to explore without advanced technology. I can imagine my sailors balking at me sending them out into the middle of the ocean, but is it really unreasonable to ask my 1,000 Austrian soldiers in Manhattan to march a little upstate? Maybe just to take a peak over the border?
